SOMETIMES I can see 0.1 kb/sec download and 0.1 kb/sec show up even though the torrent is fully downloaded.

It's like I'm not allowed to upload when I'm not downloading? 0 kb/sec download = 0 kb/sec upload.

as soon as the download is complete, I do not upload shit to any peers. When I download 8mb/sec I upload 8 kb/sec, when I download 3mb/sec so I upload 3kb/sec. During the time I am downloading a torrent I have noticed that the upload correlate 100% with the download. The problem I encounter is that I can not seed/upload. I have opened all the necessary ports and also verified that they are indeed open. When I use uTorrent, Vuze etc (tried different clients) I do not get the upload to work.
